Non-state actors range from individuals to private corporations, religious institutions, humanitarian organizations, armed groups and de facto regimes in actual control of territory and population. Non-state actors play a crucial role in the hybrid threat landscape, but there is no agreed definition of the concept itself. This Hybrid CoE Research Report builds a taxonomy of NSA’s, providing practitioners and decision-makers with a tool to detect potential hybrid threats from non-state actors. The taxonomy is built around the relationship between the state and the non-state actor, as well as the operational capacities the NSA’s have.
