The United States withdraws from Hybrid CoE

The European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE) has received notification of the United States’ withdrawal from the organization.

The notification is based on a Presidential Memorandum issued on 7 January, according to which the United States has decided to withdraw from a number of international organizations, including Hybrid CoE.

The United States was one of the founding members of Hybrid CoE and had been fully engaged in the Centre’s activities since its inauguration in 2017.

“It is regrettable that the United States has decided to withdraw from Hybrid CoE. We are currently clarifying the practical implications of this decision with the US,” said Teija Tiilikainen, Director of Hybrid CoE.

“I would like to thank the United States for the close collaboration over the years, and hope that this cooperation will continue in another form in the future. The Centre’s activities will continue with the other Participating States, as well as with the EU and NATO,” the Director concluded.
