From 1 to 3 June, approximately 80 stakeholders from 35 Participating States took part in Hybrid CoE’s Spring 2026 Steering Board meeting and related side events in Vienna, Austria. The three-day event was held in close cooperation with Austria’s Federal Ministry of Defence.
A seminar organised in connection with the Steering Board meeting provided participants with an overview of Austria’s comprehensive national security model and strategic foresight mechanism and highlighted the importance of the Western Balkans region for the security and stability of both Europe and Austria. Martha Turnbull, Director of the Community of Interest on Hybrid Influence at Hybrid CoE, also presented the main conclusions from the forthcoming Western Balkans Trend Report.

Insightful exchange on hybrid threat trends
“It was a great pleasure to bring Hybrid CoE’s key stakeholders from all of our Participating States together in Vienna in cooperation with Austria’s Federal Ministry of Defence. The Steering Board meeting and side events provided a valuable opportunity to discuss key hybrid threat trends and exchange lessons on how to counter them. It was also enlightening to hear about Austria’s national strategies and practices for countering hybrid threats,” said Director Teija Tiilikainen from Hybrid CoE.
