Job opening: Project Manager for cyber security-related project (EU-INSPIRE)

The European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE) is an independent, network-based international hub for practitioners and experts. Hybrid CoE supports the capabilities of its Participating States to counter hybrid threats by providing research and analysis, sharing best practices, testing new ideas and approaches, and offering training courses and exercises. Hybrid CoE is seeking a Project Manager to coordinate its participation in an EU-funded project (EU-INSPIRE) from February 2026 until the end of the project term (end of 2028). This position is located within the Community of Interest on Strategy and Defence (COI S&D).

COI S&D is responsible for Hybrid CoE’s participation in EU-INSPIRE – an EU-funded, multinational project to develop educational programmes in the key capacity areas of ICT, cyber, and AI by developing three specialized master’s programmes in collaboration with several leading European universities. Hybrid CoE’s role in this project is to contribute expertise in countering hybrid threats for the development of future curricula, and to facilitate networking opportunities for students and professionals participating in the programmes. In addition, Hybrid CoE is responsible for overseeing and auditing the project’s implementation, including delivery of the final implementation report.

The Project Manager will be responsible for overseeing the progress of all Work Packages in the EU-INSPIRE project and for participating in the meetings required of Hybrid CoE. She/he will carry out administrative and financial duties and reporting in relation to the project. The Project Manager will also be responsible for drafting the final audit report upon completion of EU-INSPIRE. She/he will support Hybrid CoE within the framework of the project by undertaking coordination tasks such as helping to organize key meetings and events, carrying out routine budget management, and coordinating networks. Finally, she/he will support COI S&D in additional tasks, including coordination and analytical work in the COI’s internal workstrands.

This role would suit someone with an interest in broad topics around cyber security and in opportunities to deepen knowledge of them through educational programmes. The position requires good project management skills and the ability to balance multiple tasks. Applicants should hold a bachelor’s degree in a field related to security politics.

Professional working proficiency in English (the Centre’s working language) is a prerequisite for the role, and all applications should be written in English. Applicants should be citizens of one of Hybrid CoE’s Participating States and willing to undergo a security-clearance process. The salary range for the position, based on a fixed-term contract, is €3,200–3,800 per month.
