The Chief of Staff will be responsible for HR and its development. The role involves supporting supervisors and management in day-to-day HR issues, as well as in development and restructuring processes affecting the entire staff.
The Chief of Staff will supervise the HR coordinator, who manages day-to-day operational HR functions. The Chief of Staff is a member of the executive team and reports directly to the Director of Hybrid CoE. This is a new role with a non-fixed-term employment contract.
Key areas of responsibility
The Chief of Staff:
- leads and develops HR functions;
- ensures compliance with the employer’s statutory HR requirements;
- oversees smooth, transparent HR processes;
- manages the dialogue between employer and employees and serves as occupational health and safety manager;
- oversees external HR-related partnerships, such as occupational healthcare and payroll;
- supports and manages supervisors and is responsible for their supervisory skills;
- collaborates with management to design and implement an HR strategy in day-to-day HR and supervisory work;
- establishes practices for performance management, HR, and succession planning;
- ensures that Hybrid CoE’s values and strategic goals are integrated into HR practices;
- develops organizational culture and values in cooperation with the management, supervisors and staff;
- advances competence development and implements processes that support continuous learning;
- manages recruitment processes and oversees the onboarding programme and its implementation.
Skills and experience required
- Solid experience in demanding and independent HR roles, such as HR director, HR manager, or other demanding HR expert positions.
- Experience working in partnership with supervisors and management, and adept at advising and supporting them in day-to-day HR issues and strategic staff matters.
- Versatile HR generalist with particular expertise in employment contracts, able to advise and support supervisors in challenging individual and workplace situations.
- Sound knowledge of the Finnish employment legislation and a good understanding of the employer’s statutory obligations in Finland.
- Strong skills and vision contributing to the design of effective HR processes.
- Relevant master’s degree.
- Excellent English skills (Hybrid CoE’s working language is English).
- Citizenship of one of Hybrid CoE’s Participating States.
- Work experience in international organizations considered an asset.

The salary bracket for the role is €6,200–€7,000/month, with the exact level determined by experience and expertise in similar roles.
