Dr Viktorija Rusinaitė serves as the Director of the Research and Analysis function at Hybrid CoE, where she leads a team dedicated to studying threat actors, developing concepts and conducting comparative analyses of policy solutions. This team acts as a vital bridge between academic researchers investigating hybrid threats and policy practitioners. Prior to her current role Dr Rusinaitė headed the Deterrence of Hybrid Threats project at Hybrid CoE, which aimed to innovate classical deterrence approaches and enhance strategic skills.
Before joining Hybrid CoE Dr Rusinaitė served as the Head of the European Security Programme at the Vilnius Institute for Policy Analysis in Lithuania. This programme primarily focused on addressing disinformation and threats posed by state and non-state actors. Dr Rusinaitė has a PhD in Political Science from Vytautas Magnus University and is an Eisenhower Fellow.
