David has been seconded to Hybrid CoE by the Austrian Ministry of Defence, where he has been responsible for defence policy and strategy in the fields of cyber defence, artificial intelligence, and emerging technologies. He has contributed to the development of national defence policies and strategies, including Austria’s first AI Defence Strategy and Military Space Strategy, and has represented Austria’s defence policy interests in EU and international working groups and fora.
David specializes in Chinese security and defence developments, as well as in dependencies on cutting-edge technologies from China and East Asia. Previously, he worked in the private sector as a Supply Chain Manager in the high-tech electronics industry for the Asia-Pacific region. David studied International Relations, International Law, and Sinology, and speaks both Chinese and Korean.
