“China in the grey zone” analyses different hybrid tools that China uses in seeking a geopolitical advantage. The four themes discussed in the article are: information operations and disinformation, political and economic coercion, cyber and space operations, and provocation by state-controlled forces.
China’s growing military, economic, and diplomatic power has been fuelledin part by traditional investments in its security and foreign policy tools. At the same time, it is increasingly reliant on malign tactics that skirt the distinction between conflict and peace.
