Job vacancy: HEAD OF INTERNATIONAL RELATIONS for a two-year term from September 2020

The European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE) is looking for a HEAD OF INTERNATIONAL RELATIONS (IR) to be in charge of the coordination and day-to-day management of the Centre’s international relations.

The Head of IR will support Hybrid CoE’s leadership in maintaining a close dialogue with the Centre’s participating states, EU and NATO and other key partners. Together with her/his team, the Head of IR is responsible for the coordination of Hybrid CoE’s international outreach activities, including visits to the Centre. The Head of IR functions in close cooperation with the Centre’s leadership and is a member of its Executive Team.

The position calls for a strong background in security policy and countering hybrid threats, and the suitable applicant should be well networked in this field both within a European and a transatlantic context. Solid experience in a branch of government relevant to the management of security policy/hybrid threat issues is required, a suitable master’s-level university degree as well as strong cooperative and communication skills. Citizenship of one of Hybrid CoE’s participating states and a good command of spoken and written English are other key requirements. A security clearance will be required.

The European Centre of Excellence for Countering Hybrid Threats is an international expert organization of 28 participating states with a Secretariat in Helsinki, Finland. The Centre employs around 30 experts of different nationalities, and the working language is English.

Hybrid CoE’s mission is to improve the preparedness and capabilities of its participating states in countering hybrid threats, and to strengthen cooperation between the European Union and NATO in this respect. Hybrid CoE operates through networks of governmental officials, researchers and representatives of the private sector, whose activities are managed and coordinated by the Secretariat.
