As our current director is taking up a new position, we are now seeking a new director for a five-year term from 1 September 2019 to 1 September 2024. The start date is subject to agreement.

The European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE) is a growing and developing international expert organization of 22 member states with a Secretariat in Helsinki.

Hybrid CoE’s mission is to improve the preparedness and capabilities of member states to counter hybrid threats, and to strengthen cooperation between the European Union and NATO in this respect. Hybrid CoE operates through networks of multinational officials, business representatives and researchers, whose activities are managed and coordinated by the Secretariat.

Hybrid CoE currently employs 26 people from 9 countries. Our working language is English and our way of working as a Finnish legal person is light and agile.

The Director is responsible for the efficient management and development of Hybrid CoE’s activities, serving as a key representative and spokesperson for the organization.

Requirements

  • Knowledge of Hybrid CoE’s activities, including EU / NATO activities.
  • Strategic thinking ability, a proactive and positive mindset, an aptitude for active development, smooth cooperation, flexibility, organizational and negotiation skills.
  • A higher academic degree. Academic experience is considered an advantage.
  • Strong leadership experience and ability to manage and develop a multinational work community.
  • Excellent spoken and written proficiency in English.
  • Citizenship of a member state of Hybrid CoE.
